Аннотация: The method of compressing images of a text on the basis of formation and classification of vertical elements of the row of symbolic data of the graphical dictionary, obtained at the first phase of automatic classification of symbols, is proposed. This enables one to create the new dictionary of the vertical elements of a row and the map of their location, all of which have a smaller volume than the initial graphical dictionary. The proposed two-phase algorithm of image compression of a text has an advantage of the degree of compression as compared with the JB2 algorithm (DjVu format) about 25 % for resolutions of the text from 200 to 600 dpi.

Аннотация: The article focuses on the right to be forgotten, which is at the center of changes in the concept of human rights in the digital age. The origins of the right to be forgotten in European legal doctrine and judicial practice, as well as its relationship with autonomy and identity, are analyzed. The article also examines the significance of the new understanding of "time" and "data" for the adoption of this right, considering the influence of two key cases of the Court of Justice of the European union, such as Google v. Spain [2014] and Google v. CNIL [2019] on the concept of the right to be forgotten. The place of this right, its connection with privacy and European data protection law is debated. The article focuses on jurisdictional issues, paying particular attention to both the right to be forgotten and the understanding of the relationship between privacy and freedom of expression in the European union and the united States, and possible jurisdictional disputes around the world. The article also addresses the issue of balancing rights and legitimate interests, as well as the proportionality for applying the right to be forgotten, both in the European and global contexts.

Аннотация: As a result of recent amendments to the procedural legislation of Ukraine, one may observe a tendency in judicial practice to differentiate the standards of proof depending on the type of litigation. Thus, in commercial litigation the so-called standard of “probability of evidence” applies, while in criminal proceedings – “beyond a reasonable doubt” standard applies. The purpose of this study was to find the rational justification for the differentiation of the standards of proof applied in civil (commercial) and criminal cases and to explain how the same fact is considered proven for the purposes of civil lawsuit and not proven for the purposes of criminal charge. The study is based on the methodology of Bayesian decision theory. The paper demonstrated how the principles of Bayesian decision theory can be applied to judicial fact-finding. According to Bayesian theory, the standard of proof applied depends on the ratio of the false positive error disutility to false negative error disutility. Since both types of error have the same disutility in a civil litigation, the threshold value of conviction is 50+ percent. In a criminal case, on the other hand, the disutility of false positive error considerably exceeds the disutility of the false negative one, and therefore the threshold value of conviction shall be much higher, amounting to 90 percent. Bayesian decision theory is premised on probabilistic assessments. And since the concept of probability has many meanings, the results of the application of Bayesian theory to judicial fact-finding can be interpreted in a variety of ways. When dealing with statistical evidence, it is crucial to distinguish between subjective and objective probability. Statistics indicate objective probability, while the standard of proof refers to subjective probability. Yet, in some cases, especially when statistical data is the only available evidence, the subjective probability may be roughly equivalent to the objective probability. In such cases, statistics cannot be ignored.

Аннотация: R peaks detection is one of the uncomplicated tasks, successfully solved for the stationary ECG systems. The finite computational capacities of the recent mobile devices circumscribe applying powerful methods for ECG waves recognition. Proposed in this paper method of R peaks detection is based on the evaluation of the shape of an m sample segment and oriented to develop specific mobile applications conjugated with a portable ECG device. R peaks recognition is performed with the parameters, obtained as the result of polynomial fitting an m sample segment and characterizing the segment shape and position of the segment central point relatively the focus point. The complex of criteria for R peak distinguish was defined as the result of analysis of testing signals from the MIT-BIH Arrhythmia Database. The algorithm for R peaks searching in an optionally defined time interval was developed and can be used for the formation of RR intervals array for the heart rate monitoring. The sensitivity of the method for the raw signals with positive R peaks and is 99.6%.

Аннотация: Nowadays, active legislative reforms are being implemented in Ukraine, which are gradually introducing conceptual provisions on ensuring the right of the individual to information and aiming to effectively overcome the identified negative factors by introducing European standards in the field of the individual's right to information, however, to transform approaches to the right of the individual to information. in the context of European integration, attention is paid only fragmentarily, which in turn actualises the topic. The aim of this article is to investigate the transformation of approaches to the essence and content of a person's right to information in the context of Ukraine's European integration reforms. The outlined subject matter was explored through the approbation of the system of conceptual approaches and a set of general scientific and special scientific methods. Comparative analysis of the legal acts of Ukraine and the European Union in the research area displayed that it is now possible to refer to the imperfection of Ukrainian legal regulation in the field of securing, regulating and protecting the right of a person to information. Five urgent steps were proposed for the most prudent transformations of the person's right to information in Ukraine in the context of European integration.

Аннотация: OBJECTIVE: The aim: To establish public opinion on the limits of medical confidentiality in an epidemic and the widespread use of applications that contain personal data, including those regarding health, to understand the possibility of changing the paradigm of public policy to protect medical confidentiality in an exacerbation of the epidemic situation. PATIENTS AND METHODS: Materials and methods: This research is based on regulatory acts, scientific articles, and opinions of both medical workers and ordinary citizens of Poland, Germany, and Ukraine, judicial practice, doctrinal ideas, and views on this issue. Such methods as dialectical, comparative, analytic, synthetic, comprehensive, statistical, and generalization. RESULTS: Results: the results of a survey of residents of Poland, Germany, and Ukraine showed that one of the pandemic consequences was that a significant number of respondents were willing to partially renounce the right to medical confidentiality in the face of exacerbating epidemic threats to reduce the number of infected. CONCLUSION: Conclusions: In the face of the SARS-Cov-2 virus, nations worldwide have faced the challenge of respecting the right to privacy, particularly in terms of medical confidentiality. Virtual methods of patient communication with healthcare professionals use mobile electronic services (applications), and other new technologies in the context of the COVID-19 pandemic have exacerbated the issue of understanding the boundaries of medical confidentiality and personal data protection. In order to maintain an effective balance between human rights and public health, the mass collection and storage of sensitive personal data must take place following the Regulation of the European Parliament and of the Council on the protection of natural persons with regard to the processing of personal data and on the free movement of such data. At the same time, it is expedient to recommend states to specify specific provisions of this Regulation in order to avoid an expanded interpretation of certain of its provisions.

Аннотация: The aim of the article is to build a method of video processing with the possibility of its protection at the stage of quantization with subsequent arithmetic coding. That will allow at preservation of structural - statistical regularity to provide a necessary level of availability, reliability and confidentiality at video data transmission. Providing the required level of availability involves reducing the video volume by 30% compared to the original volume. In this case, the provision of the required level of reliability is confirmed by estimating the peak signal-to-noise ratio for the authorized user, which is PSNRaBT 20 dB. Ensuring the required level of confidentiality is confirmed by estimating the peak signal-to-noise ratio for unauthorized access, which is PSNRHC 9 dB. The scientific novelty of the obtained results lies in the following: for the first time two methods of video image processing at the quantization stage are proposed. The method of using encryption tables has greater cryptographic stability, and the method of using the key matrix has greater speed. At the same time, the use of arithmetic coding will satisfy the need for availability by reducing the initial volume.

Аннотация: The technology of video stream closure has been developed, which is based on the detection and closure of significant structural units. This technology employs the introduction of the closure marker into the code structure of the video stream for use on unmanned aerial vehicles. This makes it possible to meet departmental requirements for the speed of transmission in conditions of increased frame rates. At the same time, the quality of the updated video data is higher than when using other concealment methods. This is since the encoding process takes into account the processing of the base video frame substantial structural units.

Аннотация: The paper proposes a technique and a software tool for calculating the force characteristics of a radial active magnetic bearing with an eight-pole stator with a known control law. It is based on the application of the finite element method implemented in a software package for a general technical analysis of physical processes. The procedure for constructing a computational model, electromagnetic analysis, and displaying graphical and numerical results is implemented in the form of a program code in a parametric programming language of the software package itself. The main program created in C++ is a software integrated with it. It performs an interaction between the user and the software package by setting the bearing parameters, the control law and the initial data of a variant parametric analysis of magnetic forces depending on the position of the rotor in active magnetic bearings and control signals. The active magnetic bearing control law is control signals (control voltages) that are applied to electromagnet windings. Their values depend on the current position of the supporting sections of the rotor and, as an option, the instantaneous values of currents in circuits. All specified data are entered into the code for the software package prepared in advance and stored in the main program. After that, an analysis in the complex is launched in a hidden batch mode. The magnetic forces are calculated from the Maxwell tension tensor in a given cloud of points of the rotor position. The force characteristics are dependences of the restoring magnetic forces in the bearing depending on the displacement of the supporting sections of the rotor in two radial directions. They are also rendered in the main program. For the analyzed design variants of active magnetic bearings and control laws, storage in a database is provided with the possibility of subsequent download and display. The results of computational studies to determine the dependences of magnetic forces on rotor displacements for the design of an active magnetic bearing used in an experimental scale model of a turbocompressor of a gas compressor unit with active magnetic bearings are presented. Verification of the integrated software tool was performed by comparing the calculated and experimental data.

Аннотация: The application of the latest technologies in biology and medicine has brought them to a qualitatively new level of possibilities. Worldwide, biobanking is actively developing through the creation of biobanks of various types and purposes, whose resources are used to solve therapeutic or scientific problems. Legal science remains an open question concerning the boundary that runs between the right to data protection and the scope of disclosure of data needed for medical purposes. In this article, the author considers peculiarities of data processing in the context of biobanking activity on the example of Austria and its national legislation. In addition, the article reveals features of the approaches of the European Court of Human Rights (ECtHR) and the Council of Europe to the issue of biobanking in general, its characteristics in the context of data, and legal regulation of this phenomenon in the national law of states. The author devoted an important part of the study to the role of Austria's experience in the context of data processing for scientific purposes and the development of biobanking for a number of other European states. The aim of the article is to analyze the Austrian legislation on data processing for scientific research and biobanking, the attitude of the Council of Europe to this phenomenon, and the practice of the ECtHR, as well as to consider the impact of the current world situation on these activities. The leading method of research used in the article is the formal-legal method. The article analyzes the Austrian law in the context of data processing in medical research, the relationship of the specifics of personal data protection, and the need to disclose them for scientific purposes. The author pays special attention to the influence of Austrian law on the legislation of other countries, which is reflected in the conclusions to the article. In addition, based on an analysis of the application of the Austrian experience to the legislation of Poland and Ukraine, the author points out the necessary changes that should be made in the laws of these countries.

Аннотация: The article examines the key principles of using applied intelligent systems in the economic analysis of Ukraine’s innovation potential, which significantly improves the processes of management algorithm construction and, as a result, creates a favorable environment for innovative development. It presents an algorithm for measuring the country’s innovation potential, which is based on basic methods applied for the analysis, distribution, and classification of input data space. The advantages of applying the principal component method are identified, along with a procedure for using it to determine key indicators for assessing the country’s innovation potential. An approach to determining innovation potential is formed based on intelligent data processing, allowing for the analysis and visualization of large volumes of data, as well as the identification of trends, key factors, and indicators influencing innovation activity in Ukraine. The research also justifies the feasibility and proposes an approach to using modern intelligent systems for continuous monitoring and control of the level of innovation activity, as well as for identifying and forecasting risks and issues, and determining possible ways to address them.
