Аннотация: The negative impact of the anthropogenic factor on water bodies, including those ones located within urban ecosystems is analyzed in this paper. The legislative support of the specific requirements for water quality in different countries is considered. The purpose of the work is to investigate the qualitative and quantitative state of water from individual sources located in an urban ecosystem and determine its suitability for the consumption. The Shatylovskу spring, the Karpovsky spring, the spring near the Nemyshlya river, located within the Kharkіv city (Ukraine), were researched. Heavy metal identification was carried out using X-ray fluorescence analysis. It was found that all samples contained basically the same set of basic elements - strontium, copper, iron and chromium. Individual differences were associated with the presence of different amounts of tungsten, zinc, gallium, selenium, bromine, etc. in all samples. It was found that in the samples, the lead content reached 0.015 mg/dm3 (Karpovsky spring), nickel 0.007 mg/dm3 (Shatylovskу spring), and manganese 0.205 mg/dm3 (the spring near the Nemyshlya river). The copper content ranged from 0.029 to 0.154 mg/dm3, iron from 0.041 to 0.456 mg/dm3, and chromium from 0.015 to 0.065 mg/dm3. The obtained results make it possible to more efficiently manage water resources within the urban systems studied and indicate the need for additional water purification of all natural sources studied before using the water from those sources for drinking purposes.

Аннотация: R peaks detection is one of the uncomplicated tasks, successfully solved for the stationary ECG systems. The finite computational capacities of the recent mobile devices circumscribe applying powerful methods for ECG waves recognition. Proposed in this paper method of R peaks detection is based on the evaluation of the shape of an m sample segment and oriented to develop specific mobile applications conjugated with a portable ECG device. R peaks recognition is performed with the parameters, obtained as the result of polynomial fitting an m sample segment and characterizing the segment shape and position of the segment central point relatively the focus point. The complex of criteria for R peak distinguish was defined as the result of analysis of testing signals from the MIT-BIH Arrhythmia Database. The algorithm for R peaks searching in an optionally defined time interval was developed and can be used for the formation of RR intervals array for the heart rate monitoring. The sensitivity of the method for the raw signals with positive R peaks and is 99.6%.

Аннотация: Exploring the history of our experience, Hannah Arendt reveals not only a radical transformation of its structure, but also the loss of experience as such and its replacement with technology. In order to identify the place of law in this process, we are trying to clarify the legal aspect of experience in terms of phenomenological hermeneutics and to trace its transformation in the digital age. The experience of law is thought of as one of the aspects of our mode of being-in-the-world, which is based on openness to the world and consists in the mutual recognition of people in their dignity. Digital technologies, in turn, contribute to replacing fundamental openness with illusory freedom in cyberspace. The latter, unlike the public realm as a realm of action of many, and in this sense legal realm, is based primarily on productive activities of one and no longer requires law.

Аннотация: The article proves the relevance of operational business intelligence in insurance in terms of VUCA-world. For this purpose, the use of Microsoft Power BI software as a method of information and communication technologies, its purpose and benefits for business monitoring are considered. Among the advantages of using Microsoft Power BI is the analysis of existing insurance contracts and current indicators of insurance portfolios. The research substantiates the feasibility of operational analysis of insurance activities based on the calculation of indicators of insurance portfolios that form insurance statistics, which provides results in real-time. This approach eliminates the shortcomings of common means of retrospective operational analysis based on financial statements. Within the research, the insurance portfolio is defined as a set of insurance contracts for a separate line of business of the insurer on a certain date. It is emphasized that for each date of insurance activity the insurance portfolio is a unique set of contracts. A positive factor in the article is the possibility of timely response of managers to fluctuations in the profitability and technical risk of insurance portfolio. The application of the studied elements made it possible to propose a method of monitoring insurance activities based on the calculation of indicators of insurance portfolios and their visualization on analytical panels (dashboards).

Аннотация: The study presents the word translation into vectors of real numbers (word embeddings), one of the most important topics in natural language processing. Word2vec is the latest techniques developed by Tomas Mikolov to study high quality vectors. The majority of studies on clustering the word vectors were made in English. Dmitry Chaplinsky has already counted and published vectors for the Ukrainian language by using LexVec, Word2vec and GloVe techniques, obtained from fiction, newswire and ubercorpus texts, for VESUM dictionary and other related NLP tools for the Ukrainian language. There was no research done on the vectors by using Word2vec technique to create Ukrainian corpus, obtained from Wikipedia dump as the main source. The collection contains more than two hundred and sixty one million words. The dictionary of words (unique words) obtained from the corpus is more than seven hundred and nine thousand. The research using machine technology Word2vec is of great practical importance to computerise many areas of linguistic analysis. The open-source Python programming language was used to obtain word vectors with Word2vec techniques and to calculate the cosine proximity of the vectors. In order to do machine learning with Word2vec techniques on Python, a resource containing open source licensed software libraries called "Gensim" was used. Calculations regarding the cosine affinities of the obtained vectors were made using "Gensim" libraries. The research examining the clustering of the word vectors obtained from the Ukrainian corpus was made considering the two sub-branches of linguistics, semantics and morphology (language morphology). Firstly, it was investigated how accurately the vectors are obtained from the Ukrainian corpus and how the words represent the cluster they belong to. Secondly, it was investigated how word vectors are clustered and associated respectively to the morphological features of the suffixes of the Ukrainian language.

Аннотация: Training a modern professional who can use a creative approach within the framework of their professional activities, as well as to easily adapt to many modern technological changes, requires the use of modern innovative pedagogical technologies in the training process. When performing this study, we used the project method to increase environmental awareness and environmental thinking among students of the specialty law. Environmental education is learning through the environment, for the environment, and about the environment. The authors believe that it should be universal, and its components should be present in preschool, school, vocational, higher, and postgraduate professional education. We believe that the greatest effect can be achieved by continuing environmental education, provided that it becomes an indispensable attribute of personal development. Аннотация: One of the factors for the development of civil society in Ukraine is an effective, well-functioning institution for providing administrative electronic services. Despite the intensity and wide scope of research covering various aspects of providing electronic administrative services to the population, many issues in this area remain quite debatable, as well as understudied, which conditioned the relevance of the study. The study is aimed at studying the organisational and procedural aspects of providing electronic administrative services in Ukraine. Authors of this study clarified the significance of some fundamental concepts of this issue. The author's approach to defining the concept of electronic administrative services was formulated based on a personal interpretation of this concept from the standpoint of general theoretical analysis. Administrative mechanisms for implementing electronic public services were analysed. The study investigated the features of classification of electronic administrative services by types of electronic representation, by field of activity, by form of ownership, by consumers, by place of receipt from the standpoint of the client and from the standpoint of involvement in the electronic service. This study is the first to analyse the regulatory framework of Ukraine on the provision of electronic administrative services in stages and chronologically. Authors studied and compared the features of the procedure for rendering electronic administrative services using the Unified State Portal of Administrative Services, the iGov portal of state electronic services and the Ukrainian online service of public services – Diia. The study covered the procedure for the operation of administrative service centres in Ukraine. It was concluded that the first step of Ukraine towards creating its information society through the introduction of e-governance should be the establishment of a market for administrative and information electronic services.

Аннотация: To effectively protect critical infrastructure facilities (CIF), it is important to understand the focus of cybersecurity efforts. The concept of building security systems based on a variety of models describing various CIF functioning aspects is presented. The development of the concept is presented as a sequence of solving the following tasks. The basic concepts related to cyberattacks on CIF were determined, which make it possible to outline the boundaries of the problem and determine the level of formalization of the modeling processes. The proposed threat model takes into account possible synergistic/emergent features of the integration of modern target threats and their hybridity. A unified threat base that does not depend on CIF was formed. The concept of modeling the CIF security system was developed based on models of various classes and levels. A method to determine attacker's capabilities was developed. A concept for assessing the CIF security was developed, which allows forming a unified threat base, assessing the signs of their synergy and hybridity, identifying critical CIF points, determining compliance with regulatory requirements and the state of the security system. The mathematical tool and a variety of basic models of the concept can be used for all CIFs, which makes it possible to unify preventive measures and increase the security level. It is proposed to use post-quantum cryptography algorithms on crypto-code structures to provide security services. The proposed mechanisms provide the required stability (230–235 group operations), the rate of cryptographic transformation is comparable to block-symmetric ciphers (BSC) and reliability (Perr 10–9–10–12)

Аннотация: The legal regulation of relations about software (computer programs) is conducted mainly in two directions: copyright and patent law. But despite lengthy discussions in scientific circles in almost all countries, there is no final and single solution to this issue. Historically, the model of copyright protection of the object under study offers a cheaper and faster procedure than the model of protection of software by patent law. Patent protection requires a rather expensive and lengthy examination of software for world (absolute) novelty, during which the object itself may become obsolete and become unpopular with potential users. Therefore, the copyright regime for the protection of software has received preferential recognition. Accordingly, the article attempts to investigate the problems of the existing in the world copyright model of software protection and the possibility of patenting them.

Аннотация: The aim of the article is to build a method of video processing with the possibility of its protection at the stage of quantization with subsequent arithmetic coding. That will allow at preservation of structural - statistical regularity to provide a necessary level of availability, reliability and confidentiality at video data transmission. Providing the required level of availability involves reducing the video volume by 30% compared to the original volume. In this case, the provision of the required level of reliability is confirmed by estimating the peak signal-to-noise ratio for the authorized user, which is PSNRaBT 20 dB. Ensuring the required level of confidentiality is confirmed by estimating the peak signal-to-noise ratio for unauthorized access, which is PSNRHC 9 dB. The scientific novelty of the obtained results lies in the following: for the first time two methods of video image processing at the quantization stage are proposed. The method of using encryption tables has greater cryptographic stability, and the method of using the key matrix has greater speed. At the same time, the use of arithmetic coding will satisfy the need for availability by reducing the initial volume.

This approach includes dialectical, comparative-legal, statistical, and systemic methods. The research used scientific developments in the field of problems of protecting the rights of children born to surrogate mothers, international acts, legislation, statistical data. It has been established that although the understanding of surrogacy is the same for all states, there is a rather different approach to the possibility of its application. The issue of providing a child born to a surrogate mother with data on his genetic origin (in the absence of a genetic link with legal parents) should be resolved on the basis of this approach: maintaining a balance of interests between parents and the child, taking into account the principle of the best interests of the child. CONCLUSION: Conclusions: It was concluded that the inadmissibility of closing borders and restricting the entry of foreigners to reunite with children born of surrogate mothers. It is proposed to create a register of persons those wishing to apply the surrogacy procedure, as well as the register of children born from surrogate mothers in Ukraine.

Аннотация: OBJECTIVE: The aim: Conduct a comparative legal analysis of the legislation of Ukraine and other countries on the use of assisted reproductive technologies (hereinafter - ART). PATIENTS AND METHODS: Materials and methods: The study used an interdisciplinary approach to the analysis of the problem of assisted reproductive technologies. This approach includes dialectical, comparative law, statistical and systemic methods. The study used scientific developments in the field of ART, international acts, legislation, statistics. Ukrainian legislation on surrogacy and other ARTs has been studied. The expediency of adopting a special law to regulate the use of ART in Ukraine is substantiated. According to the monitoring data, Denmark, Belgium, Iceland, Sweden, Slovenia, the Czech Republic, Estonia, and Serbia are the leaders in the use of ART among European countries. CONCLUSION: Conclusions: The study allows us to conclude that the legislation of the studied European countries and Ukraine on the use of assisted reproductive technologies are quite different. European countries, except the United Kingdom, are very limited in allowing embryo research. It is noted that, first, not all countries allow surrogacy; second, a different maximum age is set for women to use ART; thirdly, the different shelf life of cryopreserved embryos has been established. The issue of the possible maximum number of implanted embryos into the uterine cavity using ART requires clear legal regulation both in Ukraine and in the EU.

Аннотация: Research background:The paper accounts for the problem of assessing the factors of the formation of Ukraine’s technological competitiveness in the face of new challenges for the state in the process of developing relations with the EU. Purpose of the article: The aim of the report is to assess the level of technological competitiveness of the Ukrainian economy and determine the most important factors for its further development in the conditions of association with the EU. Methods: The article presents the scheme of research of technological competitiveness of Ukraine on the basis of qualitative and economic-statistical analysis, analysis of comparative advantages, cluster and correlation-regression analysis. Findings & Value added: The analysis of world rankings has shown that the technological competitiveness of Ukraine determines comparative factor advantages in coverage of higher education, availability of scientific staff, and quality of research institutions, but low state support, lack of stability, and problems in institutional development hamper the country’s innovative potential. The identification of competitive advantages in trade in high-tech products demonstrates that Ukraine remains an importer of high-tech products; relatively small comparative competitive advantages among the high-tech products of Ukraine has only products of the aerospace industry. Сluster analysis showed that Ukraine is in the same cluster as Poland. Bulgaria and Romania, which have not yet fully consistent with the level of technological competitiveness of EU leaders; among the strengths of Ukraine are the development of human resources and labour effect. The correlation analysis between the components of the Global Innovation Index and the factors of increasing Ukraine’s competitiveness indicates a moderate link between the development of clusters, the ratio of expenditures on R&D to GDP, and the export of ICT services. In order to increase the level of technological competitiveness of Ukraine: to increase both foreign investments and state financing; improvement of regulatory acts, reduction of corruption, institutional improvement; support of technologies through regional cluster programs or “smart specialisation”; integration into the European Research Area.

Аннотация: This study investigates the technique of organising the information obtained during the comparative historical and legal analysis. The main methods of data systematisation include classification and typologization. Classification is manifested in the division of objects into certain classes and can be based on a variety of criteria. Therewith, each individual classification should be performed based only on one feature. In contrast to the classification, typologization can be performed on a set of essential features and is aimed at understanding the essence of the phenomena under study. Any historical and legal typologization depends on the selected criteria. The result of comparative historical and legal analysis can be the production of entire arrays of information, to organise which it is advisable to use methods of cluster analysis. Cluster analysis constitutes a set of techniques that allow classifying multidimensional observations, and its purpose is to create clusters – groups of similar objects. This study also provides an algorithm for using cluster analysis. All the above methods of information systematisation serve as the basis for further evaluation of the data obtained, the main element of which is an explanation. It is in the process of explanation that the essential aspects and relations of the compared historical and legal objects are covered and the internal causal relationship between the studied state and legal phenomena is established. Evaluation of the results of comparative historical and legal research does not end with a simple explanation, but can also continue in scientific forecasting, the logical basis of which is the method of modelling. The process of modelling at the stage of systematisation and evaluation of the results of comparative historical and legal research takes place in several stages, which are also covered in this study.Стаття присвячена дослідженню техніки упорядкування інформації, отриманої у ході проведення порівняльного історико-правового аналізу. До основних способів систематизації даних, зокрема, належать класифікація і типологізація. Класифікація проявляється у розподілі об’єктів на певні класи і може містити у своїй основі самі різні критерії. При цьому кожна окрема класифікація має здійснюватися лише на підставі однієї ознаки. Типологізація на відміну від класифікації може проводитися за набором суттєвих ознак й спрямована на пізнання сутності досліджуваних явищ. Будь-яка історико-правова типологізація залежить від обраних критеріїв. Результатом порівняльного історико-правового аналізу може стати отримання цілих масивів інформації, для упорядкування якої доцільно використовувати методи кластерного аналізу. Кластерний аналіз – це сукупність прийомів, що дозволяють класифікувати багатомірні спостереження, а його метою є створення кластерів – груп схожих між собою об’єктів. У статті наводиться й алгоритм дій при застосуванні кластерного аналізу. Усі наведені способи систематизації інформації є основою для подальшої оцінки отриманих даних, головним елементом якої є пояснення. Саме у процесі пояснення розкриваються суттєві сторони й відношення порівнюваних історико-правових об’єктів та встановлюється внутрішній причинний взаємозв’язок між дослідженими державно-правовими явищами. Оцінка результатів порівняльного історико-правового дослідження не закінчується простим поясненням, а може продовжуватися також й у напрямку наукового прогнозування, логічною основою якого є метод моделювання. Процес моделювання на стадії систематизації та оцінки результатів порівняльного історико-правового дослідження проходить у декілька етапів, які також отримують своє висвітлення у статті.

Аннотация: The problem of attitude of teachers and students to on-line teaching and learning during in and after lockdown is very topical today. The purpose of the manuscript is to find out and analyze attitude to on-line teaching and learning in the terms of pandemic 2019-2021. In order to achieve the stated purpose the following methods were used: empirical (discussion and observation) ones facilitated distinguishing advantages and challenges that academic staff as well as university students have faced; research (questionnaires and quantitative methods) helped to determine the attitude of respondents to the problem under research. All the surveys were anonymous and conducted on-line. The study was held in 2019-2021 on the basis of different universities. The target group became 50 university teachers and almost 200 students of these universities. In the research we come to the conclusion that at the beginning of the lockdown in 2019-2020, on-line teaching was a great challenge, especially for university teachers. They were not ready for on-line teaching as they used to have the traditional teaching methods with live communication. The low computer and digital literacy of most teachers was the challenge as well. However, later, in 2020-2021, with teachers' technical, digital, methodical support for the teaching process, it became slowly clear that on-line teaching is not temporary for universities, in the nearest future blended learning will be the basic form. It has become obvious that on-line teaching expand many educational opportunities. As for the students' opinions, it became clear that they did not accept on-line learning as tragically as teachers. In 2020-2021 they were depressed only of the lack of live social life. Later on-line learning required students to be more self-organized, self-disciplined and self-motivated. The students realized that they had to take more responsibility for their own learning results.

Аннотация: A self-adjusting zero-order Brown’s model has been devised. This model makes it possible to predict with high accuracy not only fires in the premises but also irreversible processes and phenomena of a random and chaotic nature under actual conditions. The essence of the self-adjusting model is that, based on Kalman’s approach, it is proposed to set the smoothing parameter for each time moment. Such a parameter is determined depending on the resulting current forecast error, taking into consideration the real and unknown dynamics of the studied series and noise. That does not require the selection of the smoothing parameter characteristic of known models. In addition, the proposed Brown’s model, unlike the known modifications, does not require setting a dynamics model of the level of the examined time series. The self-adjusting model provides negli gible errors and efficiency of the forecast. The operability of the devised model was checked using an example of the experimental time series for the current measure of the recurrence of the increments of the state of the air medium in the laboratory chamber during alcohol combustion. As quantitative indicators of the quality of the forecast error, the current values for the square and absolute values were considered. It has been established that the current square of the forecast error is more than six orders of magnitude smaller compared to the case of a fixed smooth-ing parameter from a beyond-the-limit set. However, the current square of the forecast error for abrupt changes in the dynamics of the series level is half that of the fixed parameter of the beyond-the-limit set. It is noted that the results confirm the feasibility of the proposed self-adjusting Brown’s model.

Аннотация: The paper presents the results of the development of a method for assessing the security of cyber-physical systems based on the Lotka-Volterra model. Security models of cyber-physical systems are proposed: “predator-prey” taking into account the computing capabilities and focus of targeted cyberattacks, “predator-prey” taking into account the possible competition of attackers in relation to the “prey”, “predato-prey” taking into account the relationships between “prey species” and “predator species”, “predator-prey” taking into account the relationship between “prey species” and “predator species”. Based on the proposed approach, the coefficients of the Lotka-Volterra model α=0.39, β=0.32, γ=0.29, φ=0.27 were obtained, which take into account the synergy and hybridity of modern threats, funding for the formation and improvement of the protection system, and also allow determining the financial and computing capabilities of the attacker based on the identified threats. The proposed method for assessing the security of cyber-physical systems is based on the developed threat classifier, allows assessing the current security level and provides recommendations regarding the allocation of limited protection resources based on an expert assessment of known threats. This approach allows offline dynamic simulation, which makes it possible to timely determine attackers' capabilities and form preventive protection measures based on threat analysis. In the simulation, actual bases for assessing real threats and incidents in cyberphysical systems can be used, which allows an expert assessment of their impact on both individual security services and security components (cyber security, information security and security of information). The presented simulation results do not contradict the graphical results of the classical Lotka-Volterra model, which indicates the adequacy of the proposed approach for assessing the security of cyber-physical systems.
