У статті розглянуто необхідність впровадження системи екологічного управління на гірничому підприємстві. Доведено, що екологічні фактори суттєво впливають на структуризацію й шляхи модернізації економіки. Це питання набуває особливої ваги в рамках стратегічного курсу України на євроінтеграцію
В статье рассмотрена необходимость внедрения системы экологического менедж- мента в горнодобывающей компании. Доказано, что экологические факторы существен- но влияют на структурирование и пути модернизации экономики. Данный вопрос при- обретает особое значение в рамках стратегического курса Украины на евроинтеграцию.

Аннотация: The study analyses the question of the essence and structure of statutory regulation of occupational health and safety in the Republic of Poland. The relevance of the subject under study is primarily explained by the fact that in Poland, against the background of undoubted economic success, there is an intensive process of improving the legal and organisational foundations of the corresponding range of social and labour relations. The study of this issue is of paramount importance for those countries that had approximately the same “starting conditions” with Poland – the recurrence of state socialism, which devalued the principles of a market economy and the possibility of full protection of working people. The purpose of this study is to present and substantiate the systemic features of occupational health and safety in the Republic of Poland in difficult present-day conditions. The study is based on understanding the methodology as a complex integrated system of perception of reality and scientific cognition, and conducted based on the necessary scope of methods, namely: method of system analysis, historical legal method, structural-functional method, comparison method, special comparative legal method, and cross-temporal analysis. The authors of the present paper noted that the statutory regulation of occupational health and safety in the Republic of Poland has all the features of systemic nature. Most importantly, this is explained by the harmonious correlation of two components: purely statutory and legal support of the corresponding share of social and labour relations. Notably, the statutory regulation of occupational health and safety is undergoing continuous improvement depending on current challenges and threats. For countries that have been united with Poland in the recent past in the form of state socialism, the experience of establishing the work of tripartite participants in social dialogue (government agencies, employers' and workers' representatives) is also important. The scientific value of the present paper primarily lies in the necessity and feasibility of analysing the systemic features of statutory regulation of occupational health and safety. In this case, it is important to use both the method of system analysis and a clear distinction between the concepts “system research” and “research of systems” (the latter in this case appears both as a system of legal regulation of occupational health and safety and as a complex set of public authorities and other organisations involved in the important task of ensuring due occupational health and safety).

Аннотация: ABSTRACT The aim: The article attempts to analyze what are legal responses to such Covid-19 related challenge like stigmatization. Materials and methods: Given the specifics of the topic and goals, during the writing of the article were used methods of terminological research of the phenomena “stigma”, “stigmatization”, comparative method, formal-legal method (in the study of international documents). The following materials were used to reveal the topic: scientific papers (articles, book chapters, analytical materials, reports, etc.), international legal acts, court decisions (decisions of the European Court of Human Rights, decisions of the US Supreme Court, decisions of national courts of different countries). Conclusions: More than a year after the spread start of Covid-19, it has become clear that in addition to the extremely catastrophic impact on human health and life, the pandemic, as well as the resulting quarantine restrictions, have profound and sometimes radical social consequences. Stigmatization of based on their infection with Covid-19 (including possible) has become one of these. The current international human rights framework allows for the assessment of such processes according to its standards. Implications of dignity and privacy as the highest social values pave the way to finding legal mechanisms to protect people who are carriers of a disease from being stigmatized. This is demonstrated by the legal justifications developed by the courts – the ECtHR as supranational and national Supreme and federal courts, which have been the subject of analysis within this article.

Аннотация: The article analyzes the main means of counteracting misinformation, disinformation and cyber threats used by the European and international communities. It is determined that the main challenges of our time, which exacerbate the problem of disinformation, are Russia's information policy and the COVID-19 pandemic. The main institutions and regulations of Europe, which are aimed at overcoming the spread of false information in the media, are analyzed. The experience of France is mentioned, which created a powerful legal mechanism to prevent misinformation and combat its manifestations. The current state of US information security and the effectiveness of the US policy of combating disinformation are described. Special attention is paid to the issues of media and cyber education of the population. The latest trends in the institutionalization of countering misinformation and disinformation in Ukraine and ways to improve the strengthening of information security in the country are studied. It is established that Ukraine, as a direct participant in the information war, is obliged to support and involve at the national level European initiatives to strengthen information security and cyber security. The first steps include updating the legislation on information, increasing the role of information security in national security acts, approving the Strategy for Counteracting Disinformation and the Strategy for Ensuring Information Security, and institutionalizing the fight against misinformation and disinformation.

Аннотация: In this article the author analyzes theoretical approaches which were formulated due to the appearance of complex objects of Intellectual Property Law. The attention is concentrated on the analysis of concepts that investigate the legal nature of a television format. The author considers that it is necessary to differentiate a positive approach which recognizes that a format is an object of Intellectual Property Law and negative approach which denies the possibility of television formats protection. Through the method of comparison between the scientific doctrine and judicial practice in the countries of the Romano-Germanic and Anglo-Saxon legal systems, the author classifies concepts to be developed by theoretic community. Thus, negative approach of the Romano-Germanic Legal system countries is confirmed by normative legal acts which relate to the ideas, methods and concepts. Representatives of the Anglo-Saxon Legal system make it impossible to protect a format within the doctrines: "scene a fair", "idea\expression", "merger", etc. The author prefers the positive approach which is divided into the following concepts of the analysis of a format: as a dramatic work (according to Copyright Law), as a hybrid object, as a synthetic object, as a compilation, as a complex object of IP Law. The author gives the definition to a television format, explains its legal nature, and views a format as one related to the concept of complex Intellectual Property Law objects. She analyzes judicial practice which has developed in Ukraine and abroad. Taking into consideration the fact that relations which are connected with the distribution of a format have not only national, but also global character, it is important to unify the given approaches and to use them in legislature. It is relevant to enhance and standardize the legislation in the television field which would contribute to the development of contractual relations between the countries.

Аннотация: The purpose of this study is to advance a better insight into the history of Sokolstvo (Sokol movement) in the Ukraine within the territorial borders of the Russian Empire, and the variety of reasons for its origin and downfall. Slavic origin of Sokolstvo, the activity of supporters of Sokol gymnastics (SG) in the popularization of Sokol idea and, a gradual rapprochement of supporters of the two opposing areas of reforming Russia for further development began (“Slavophiles” and “Westerners”) contributed to the emergence and rapid development of the Sokol movement in the Ukrainian regions of Russia. In the 90s of the 19th century, SG began to be cultivated in the Sokol units of gymnastic societies, since 1907 independent institutions began to open. By World War I, Sokol gymnastic societies (SGS) in Ukraine were the largest group. SGS constantly trained instructors, but the majority of SG teachers were foreigners, Czech by nationality. SG was officially introduced into the military training of the army and the curricula of secondary schools and cadet corps. Sokol events were a significant part of the public life of many Ukrainian cities. Representatives of Ukrainian regional societies became members of the Board of the Union of the Russian Sokol, founded in 1910. The crisis of the Sokolstvo began in the years of the World War I due to the growth of xenophobic attitudes. During the years of Soviet power, the Sokol were accused of a bourgeois orientation, recognized as the “hotbed of counter-revolution” and banned in 1923.

Аннотация: The article is devoted to study of information security as a challenge of modern development of information and computer technologies. It was found that achievement of a satisfactory level of information security, which is a state of safety of balanced important interests of an individual, society and state against internal and external threats in the information sphere, is possible based on economic, organizational, technical, legal, psychological and other methods. Existing threats to the information security in Ukraine have been identified. The concept and essence of hybrid war as one of the threats to protection of information interests of an individual, society and the state are considered separately. A conclusion was made about the expediency of supplementing the Information Security Doctrine of Ukraine with such a threat as a hybrid war, which actually takes place in the east of the country. A system of information security components in Ukraine has been disclosed, among which a particular attention has been paid to the Ministry of Information Policy of Ukraine and the State Agency for Electronic Governance of Ukraine. In order to improve the mechanism of protection of the information space of Ukraine, it is proposed to differentiate at the legislative level the concepts of "information security" and "cybersecurity", since their understanding is the basis for the formulation and implementation of the state information policy, improve international cooperation between states to exchange experience, as well as to involve general public to protect the information space.

Аннотация: ABSTRACT The aim: To analyze law enforcement practice on the basis of the national legislation of foreign states to single out features of legal regulation of the right to euthanasia realization and to outline the Ukrainian prospects of euthanasia legalization. Materials and methods: The empirical basis of the research is the legislation of some European countries (Belgium, Spain, Italy, Portugal, and the Netherlands) and Canada; decisions of the European Court of Human Rights on the right to voluntary death and the obligations of states; the results of a survey of 750 respondents conducted by the authors. The methodological basis of the study were philosophical views on life, death, and the right to certainty, formal-logical method (analysis, synthesis, induction, deduction, etc.), comparative, analytical, statistical, sociological methods of cognition, as well as a synergetic approach. Conclusions: The issue of legal regulation of euthanasia is multifactorial, socially conditioned, and requires a positive action of the state both in terms of regulation and/or prohibition, and the proper provision of citizens with health care. Legislative support for the human right to a “dignified death” is dictated, to some extent, by society’s demand, which must be finally resulted in the draft law. As for Ukraine, the adoption of such a law is obviously premature. Although according to a survey of citizens on euthanasia and the feasibility of introducing such a law in Ukraine, 57% are positive about the experience of other countries, and 41% were in favor of adopting a law in Ukraine, it is not possible to assess their opinion due to ignorance of legislation where euthanasia is allowed.
