Аннотация: Financial services market (FSM) is one of the effective mechanisms for ensuring the competitiveness of the country’s economy. It is precisely because of its ability to direct investment flows into the most attractive segments of the economy, and the FSM development can contribute to economic growth. Accordingly, today it is important to strengthen the financial services market in Ukraine. For this purpose, it is necessary to study the current state, identify problems and determine the main directions of its development in a timely manner. The article investigates the financial services market in Ukraine, which is unstable, characterized by a significant outflow of financial resources, and underdeveloped financial intermediaries. FSM deterioration was also influenced by factors such as: financial crisis, sharp exchange rate fluctuations, military conflict, decline of the country’s economy, etc. Negative consequences of the events in the country were reflected even in a quite developed banking system. The focus is on the lack of financial culture in society, which is due to low deposit activity, high level of non-repayment of loans, lack of confidence in the new tools, and the introduction of new products in the financial services market. However, the development of the country as a whole is impossible without a strong financial services market. It is noted that one of the important conditions for the FSM development and the effectiveness of macroeconomic tasks entrusted to it is the formation of an effective mechanism of the financial market state regulation. Such a mechanism should include both elements of state regulation and self-regulation of the financial services market. Accordingly, the formation of indicators aimed at assessing the impact of state regulation on the development of the financial services market becomes relevant. The article examines the implementation of state regulation in financial services markets, analyzes the activity of the FSM state regulation in Ukraine and the control function effectiveness, considers the dynamics of the main indicators of the financial services markets development in Ukraine, and analyzes the level of financial services markets development.

Аннотация: The aim of the study was to carry out a comparative economic analysis of the costs of therapeutic and surgical treatment of liver echinococcosis based on the developed methodological approaches and principles for calculating the cost of complex medical services in accordance with the step-down methodology. The model for calculating the cost of complex medical services for the treatment of echinococcosis was justified. The sum of costs of outpatient and inpatient units that directly provide medical care (direct costs) to the costs of support centers (indirect costs) was adjusted, which among simple medical services based on the chosen criterion were distributed. Calculation of costing items out on the basis of the direct-cost costing method was carried. Based on the proposed model, a comparative analysis of the cost of treatment of liver echinococcosis using therapeutic and surgical methods was carried out. As a result of the study, it was proved that the therapeutic method is less expensive than the surgical method. This is the basis to recommend it for wider use in medical practice, especially in cases when there is a problem of choosing the method of treatment of echinococcosis. Cost optimization is facilitated by a combination of surgical intervention and therapeutic treatment.

Аннотация: The aim of the study was to substantiate the effectiveness and feasibility of the practical application of the multifactorial model of financing the prevention and treatment of dirofilariasis, its principles and methodological approaches. The basic principles of the multifactor model - an integrated approach, a combination of public and private financing, ensuring continuity of financing, discreteness of expenses; methodology for determining the effectiveness of the use of financial resources on the calculation of the return on costs for the prevention and treatment of dirofilariasis were justified. The effectiveness of local budget spending on the treatment of territories of the Kharkov region from mosquitoes on the base on the proposed principles and methodology was analyzed. As a result of the study, it has been proven the limited budgetary funds do not allow the implementation of long-term comprehensive programs for the prevention and treatment of dirofilariasis. The use of a multifactorial model of financing will allow overcoming budgetary constraints, significantly increasing the financial resources of the fight against dirofilariasis, optimizing the expenditures of state and local budgets, and ensuring targeted use of funds from the state, territorial communities, enterprises and the population.

Аннотация: Digitalisation of the economic sphere of Ukraine is one of the priority areas of social development, which should be reflected in the economic and legal policy of the state. Therewith, a considerable gap exists in the statutory consolidation of the fundamental principles of such a policy, in particular the lack of relevant provisions on the digital transformation of the economy in the Commercial Code of Ukraine. Despite the fact that the state has adopted some acts on the development of the digital economy, there are significant gaps in the legislation, especially with regard to the role of digitalisation in the economic and legal policy of the state. The purpose of the study is a theoretical analysis of the general principles of such a policy in the modern period. As a result, the impact on the economic and legal policy of the state of the process of digitalisation of the economic sphere of the country is determined. The necessity of co-regulation is substantiated, which constitutes a combination of state regulation with self-regulation by participants of digitallytargeted markets. The role of digital resources (on the example of public registers) and electronic financial services is analysed. It is established that the modern legal support of the digital economy needs to be reformed, first of all, by supplementing the Commercial Code of Ukraine with provisions on digitalisation, including the relevant direction of economic and legal policy of the state. The results of the study have a scientific novelty, as they fill the gap in the coverage of the role of the state in the process of digitalisation of the economy.

Аннотация: The article is devoted to the content of legal instruments in terms of tourism business, namely the problem of amending the terms of the contract for tourism services. Attention has been drawn to the existence of the relationship between the activities of the tourism business and the existing legal framework, as well as the key provisions of the legal plane that regulates the rules, conditions, and level of responsibility in the provision of tourist services have been highlighted. The consequences of the negative impact on the activities of modern representatives of the tourism industry have been determined, and the need to revise the policy of providing tourist services in a pandemic caused by COVID-19 has been substantiated. Authors’ proposals for improving the legislative regulation of the tourism business in the context of the coronavirus have been provided, and a legal act that can positively influence the solution of existing problems has been proposed. The authors’ vision of the content of the package of measures that can positively influence not only the development of the tourism industry in general but primarily to help to identify those legal segments that need improvement in the future.

Аннотация: Assessment of intellectual property is an important process of commercialization of scientific and technical developments of enterprises of all forms of ownership. This is carried out to determine the value of intellectual property objects (IPO) in connection with the transfer of ownership (purchase, sale) to the corresponding object, the conclusion of a license agreement for the IPO use, accounting for IPO in accounting, contributed to the authorized capital, etc. Under such conditions, the problem of IPO underestimating significantly reduces the efficiency and effectiveness of enterprises. At the same time, the uniqueness of many types of intellectual assets and the impossibility of their visual assessment determine the expediency of systematizing methodological approaches to assessing the value of intellectual property assets to ensure an objective assessment of the value of intellectual property. This will help increase the profitability and business value of the enterprise. The aim of research is to develop theoretical and methodological provisions and substantiate practical recommendations for improving information and methodological support for assessing the value of intangible assets, taking into account the requirements of regulatory documents and the availability of the necessary information. Based on the results of the study, methodological approaches to determining the value of intangible assets are systematized. According to the financial statements, the value of intangible assets of the leading enterprises of Ukraine and their share in the total value of assets were analyzed. The features of the assessment of intangible assets in accordance with accounting standards have been determined, a methodological approach to the assessment of the value of intellectual property has been developed, it allows to reasonably choose a method for assessing IPO based on the analysis of available information. It is proved that the lack of objective information on the value of IPO significantly reduces the value of assets of Ukrainian enterprises in comparison with the leading companies in the world, reduces their investment attractiveness and does not contribute to economic development.

Аннотация: Purpose – the purpose of article should assess the main factors affecting the development of trade in high-tech products of Ukraine in the context of association with the EU and the spread of a new industrial revolution. Research methodology – the scheme of research of trade of high-tech products of Ukraine from the EU on the basis of qualitative and quantitative economic-statistical analysis, analysis of comparative advantages and correlation-regression analysis. Findings – the results of the analysis show that the main factors determining the low presence of Ukraine in the world market of high-tech products are the outdated structure of production, a low level of R&D costs, and a decrease in the innovative activity of Ukrainian enterprises. The article presents the author’s recommendations on improving the effectiveness of foreign trade in high-tech products of Ukraine in the EU market. Research limitations – the absence of a state development strategy for the production of hightech products does not make it possible to accurately determine indicators of scientific research of the potential of Ukraine. Practical implications – correlation-regression analysis results can be used in the private and state sectors of the economy of Ukraine. Originality/Value – the original combination of schemes and methods allowed us to identify new critical places for export development in the context of the association of Ukraine with the EU.

Аннотация: Research background:The paper accounts for the problem of assessing the factors of the formation of Ukraine’s technological competitiveness in the face of new challenges for the state in the process of developing relations with the EU. Purpose of the article: The aim of the report is to assess the level of technological competitiveness of the Ukrainian economy and determine the most important factors for its further development in the conditions of association with the EU. Methods: The article presents the scheme of research of technological competitiveness of Ukraine on the basis of qualitative and economic-statistical analysis, analysis of comparative advantages, cluster and correlation-regression analysis. Findings & Value added: The analysis of world rankings has shown that the technological competitiveness of Ukraine determines comparative factor advantages in coverage of higher education, availability of scientific staff, and quality of research institutions, but low state support, lack of stability, and problems in institutional development hamper the country’s innovative potential. The identification of competitive advantages in trade in high-tech products demonstrates that Ukraine remains an importer of high-tech products; relatively small comparative competitive advantages among the high-tech products of Ukraine has only products of the aerospace industry. Сluster analysis showed that Ukraine is in the same cluster as Poland. Bulgaria and Romania, which have not yet fully consistent with the level of technological competitiveness of EU leaders; among the strengths of Ukraine are the development of human resources and labour effect. The correlation analysis between the components of the Global Innovation Index and the factors of increasing Ukraine’s competitiveness indicates a moderate link between the development of clusters, the ratio of expenditures on R&D to GDP, and the export of ICT services. In order to increase the level of technological competitiveness of Ukraine: to increase both foreign investments and state financing; improvement of regulatory acts, reduction of corruption, institutional improvement; support of technologies through regional cluster programs or “smart specialisation”; integration into the European Research Area.

Аннотация: The paper deals with the conceptual approaches to the credit guarantee system as an effective mechanism of state support for agriculture. The importance of introducing a credit guarantee system in Ukraine and creating the Fund for Partial Credit Guarantee in Agriculture, a specialized non-banking financial institution, is emphasized. This will help to overcome obstacles to crediting small and medium agricultural enterprises. The authors have analyzed global credit guarantee schemes. The purpose of this paper is to develop proposals for amendments to the Draft Law «On the Fund for Partial Credit Guarantee in Agriculture», in particular a need to provide legal grounds for non-banking financial institutions, the form of business entities, their mission, criteria for agricultural subjects eligible for partial credit guarantees, financing of the relevant institutions and defining the related management bodies, as well as bodies of state regulation and supervision. The problem statement is attributable to the fact that the effectiveness of institutions providing credit guarantees for small and medium enterprises in agriculture plays an important role in the national economies of most countries. The authors have proposed an approximate financial model of the Fund for Partial Credit Guarantee in Agriculture and made the required economic calculations. Thus, with an initial authorized capital of EUR 10 million, the Fund for Partial Credit Guarantee in Agriculture, with 50% coverage, is able to provide guarantees for the purchase of 25 thousand hectares of arable land by small and medium enterprises at an average cost of EUR 820/ha, taking into account the average normative monetary assessment of agricultural land by regions. Consequently, credit enforcement will allow banking institutions not only to balance credit risk, but also to open access to small and medium agricultural enterprises to bank crediting to the extent necessary for the purchase of agricultural land and investments in production.
У статті проаналізовано концептуальні підходи до системи кредитних гарантій як ефективного механізму державної підтримки сільського господарства. Наголошено на важливості впроваження в Україні системи кредитних гарантій та створення спеціалізованої небанківської фінансової установи – Фонду часткового гарантування кредитів у сільському господарстві, оскільки це сприятиме подоланню бар’єрів на шляху кредитування малих та середніх сільськогосподарських товаровиробників. Метою статті є розробка пропозицій щодо внесення змін до законопроекту «Про Фонд часткового гарантування кредитів у сільському господарстві». Наголошено на необхідності передбачити на законодавчому рівні правовий статус небанківської фінансової установи; організаційно-правову форму; мету діяльності, критерії для суб’єктів сільського господарства, які мають право на часткове гарантування кредитів; фінансування установи; органи управління, державного регулювання та нагляду. Актуальність дослідження обумовлена тим, що світова практика свідчить про ефективність інституту системи кредитних гарантій у сільському господарстві для малих та середніх підприємств, які відіграють важливу роль у національних економіках більшості держав. Отже, забезпечення виконання кредитних зобов’язань дозволить банківським установам не лише збалансувати кредитний ризик, але й відкриє доступ малим і середнім сільськогосподарським товаровиробникам до банківського кредитування в необхідних обсягах для купівлі земель сільськогосподарського призначення та інвестицій у виробництво.

Аннотация: OBJECTIVE: The aim: To investigate the theoretical and legal framework governing the relevant areas of food security, ensuring healthy, adequate and safe nutrition. To consider human rights to food security as a basis for health care, a basis for the realization of the right to health and life. PATIENTS AND METHODS: Materials and methods: The study analyzes and uses the normative legal acts of national legislation, international acts, data from international organizations and the results of scientific work of scientists. With the help of scientific methods, medical and legal point of view, the problems of ensuring food security are identified as a guarantee of the realization of the right to human health. CONCLUSION: Сonclusions: Food security and nutrition are central to the individual and fundamental factor to the whole of society in respect of human right to health. An adequate level of food security must be ensured by individual governments and the international community through the development, approval or implementation of an appropriate regulatory framework, as well as through the establishment of a political and institutional framework.

Аннотация: Methodological approaches to investing in companies and reducing the negative impact of risks that are formed at the macro and micro levels are considered in the article. The algorithm for expressing investment risks through related risks and conducting an investment risk assessment as a group process is defined. It has been determined that the defining features of investment risks are the environment, duration, and scope of the project, risk position, profile, risk appetite, consequences, capacity, and results of the impact on the investment project. An investment risk accounting system is formed, which is represented by a set of organized structural elements that perform functions related to planning and implementation of a set of measures that identify, assess, monitor, and control risks to minimize negative consequences and enhance opportunities. A method of forming a real portfolio of investment projects considering the dynamic risk factor has been developed.

Аннотация: Due to the fact that martial law restricts the rights and freedoms of individuals in order to ensure law and order and security of citizens for the period of its operation, it became necessary to study how the labour process in Ukraine has changed. The purpose of this research work was to clarify the state of labour relations in the conditions of a full-scale offensive of the Russian Federation. The main methods of scientific research were the following: comparative method, systematic and statistical method. Significant results in this study were as follows: outlining the main changes in the labour process in institutions, enterprises, and organizations, as a result of the introduction of martial law and in the context of the Russian-Ukrainian war. Identification and analysis of legislative changes regarding the regulation of labour relations between the employee and the employer in recent months; finding out how regulatory changes have affected the normal labour process and the basic rights and freedoms of the employee. In particular, the issues of changing the workplace, transferring an employee from one workplace to another; issues related to martial law leave, overtime and night work, dismissal and changes in the terms of the employment contract, remuneration and employment of certain categories of employees, etc. The results made it possible to identify a number of recommendations for improving the legislation in the field of labour relations and, accordingly, to increase the efficiency of this area.

Аннотация: The development of e-commerce is an integral part of the modern market for goods and services, and against the background of the digitalization of companies, the introduction of sales of goods and promotion of ser-vices through online channels creates additional conditions for the development of new markets and strengthening its position in existing ones. After the COVID-19 pandemic, the promotion of products and services through the Inter-net became an opportunity to maintain an audience and ensure stable sales even in the face of a lockdown. Accord-ing to many scholars, partly due to e-commerce, markets were able to recover from the quarantine restrictions fairly quickly. Given the importance of the problem in question, the purpose of this article is to define the role of e-commerce in the process of digitalization of business based on the analysis of its development trends. The study is built in the context of consideration of the peculiarities of e-commerce organization for both the B2B and B2C seg-ments, focusing on determining the differences between these two types and the specifics of the use of e-commerce for each of these areas. The study also realized an analysis of statistical material which proves the extreme im-portance and steady growth of sales of goods and services with the use of electronic commerce. In addition, it is found that the main players in the market of digital sales of goods and services are China and the United States, as these are the countries where powerful sales platforms are registered and operate, viz: AliExpress and Amazon. As a result of the systematization of scientists' views on the prospects of e-commerce development, promising directions were formed and trends of development of this sphere in Ukraine in the period of post-war recovery were outlined, the advantages received by manufacturers and trade intermediaries in case of using e-commerce were concretized.

Аннотация: The article examines the management of strategic changes as a purposeful influence on the enterprise, which is a platform of strategic changes, to determine its position regarding strategic goals and conditions formed under the influence of a changing operating environment. The theoretical and methodological basis of the study is the provisions of the change management theory. The main study method is cognitive modeling aimed at the formalization of decision-making processes in the area of strategic change management. For the study, open access corporate reports of the Volkswagen Group were used. A cognitive model of the company's activity was built taking into account strategic changes to ensure strategic changes and study the mutual influence of concepts in the process of implementing changes. An evaluation of the results of modeling the influence of the indicators of the cognitive model on the factors of strategic change management was carried out. As a conclusion, it allows you to make a forecast of concepts. Thus, thanks to the introduction of strategic changes in the open innovation system, the indicator "Financing and other resource provision" will reach the desired value (an increase of 177.5 million euros) in 2 years.

Аннотация: The article deals with the application of morphological analysis of text processing to solve the problems of individualization of card services for bank customers. The level of interest in this linguistic tool in Ukraine and the world was determined using the Google Trends service. Based on a customer survey, a morphological analysis was conducted regarding personalizing the bank's card services. The results empirically determined the priority of forming loyalty programs, for example, a combination of criteria for choosing non-financial card product services and options for client settings. It is proposed to deepen the application of methods of using linguistic systems in the banking sphere through the introduction of the morphological analysis algorithm and automated decision-making products. A possible option for implementing a decision on the selection of card services through the DecisionMaking Helper program is presented, making it possible to speed up the data processing process and consider the client's individual needs more effectively.
